Somewhere between choosing which sofa to keep and arguing with your spouse about whether you really need three sets of dinnerware, there’s a part of moving that almost nobody thinks about until it’s too late – what happens to your truck once it actually leaves Kolkata.
Most people budget for packing material, labour charges, and maybe a little extra for “just in case.” Very few think about toll plazas, state border check-posts, or the fact that a highway officer somewhere near the Jharkhand border might stop your driver and ask for a document you’ve never heard of. And that’s usually the moment a smooth relocation turns into a phone call you didn’t want to get.
This is the part of the process we deal with on almost every long-distance move out of Kolkata, so we figured it’s worth explaining properly – not in vague terms, but with the actual mechanics of how tolls, border taxes, and compliance paperwork work in 2026.

ToggleThe Octroi Ghost Story That Still Scares People
Ask anyone who moved cities in India before 2017 about Octroi, and you’ll probably get a small shudder. Octroi was a municipal tax on goods entering a city – and for a family shifting their entire household, it meant hours of waiting at a checkpost while an inspector decided how much your old dining table was “worth” for tax purposes.
That system is gone. Genuinely, completely gone. When GST rolled out nationally, it absorbed Octroi and most of the old state entry taxes along with it, including the West Bengal entry tax paperwork that used to make interstate moves such a headache. Municipal corporations no longer have any legal basis to tax goods entering their city limits.
So if a mover, a broker, or anyone else tells you they need to pay “Octroi charges” for your Kolkata move in 2026, that’s either outdated information or a convenient excuse to inflate your bill. Worth remembering.
What replaced it isn’t a tax on your belongings at all – it’s a set of rules around the vehicle carrying them. That distinction matters a lot, and it’s where most of the real cost sits today.
Toll Taxes : The Part That’s Actually Predictable
Here’s the good news – toll tax, unlike the old Octroi system, is transparent and calculable in advance. It runs on FASTag, the RFID-based electronic system that automatically deducts toll charges as your truck passes through a plaza. No cash envelopes, no bargaining with a toll booth operator, no guessing.
What decides how much toll your move will cost isn’t really the distance alone – it’s the size of the truck. A compact Tata Ace moving a one-bedroom flat pays a different toll slab than a 20-foot container truck carrying a full three-bedroom household. Heavier, larger commercial vehicles sit in higher toll brackets simply because they cause more wear on the highway infrastructure.
And the route out of Kolkata matters too:
- Heading towards Delhi, Mumbai, or Pune, trucks usually take NH19 (the old NH2), passing through Durgapur and Asansol before crossing into Jharkhand. It’s a busy corridor with tolls placed fairly close together, though the roads themselves are wide and fast.
- Heading south towards Chennai, Bengaluru, or Hyderabad, the route runs along NH16 via Bhubaneswar and Vizag – well-maintained, fully automated toll infrastructure the whole way.
- Heading north towards Siliguri or further into the Northeast, trucks travel via NH12 and NH27. Fewer tolls here, but local road conditions can vary quite a bit, so travel time estimates tend to be less exact.
If your moving company gives you a quote, ask directly whether toll charges are already built in through a pre-loaded corporate FASTag, or whether that’s a separate cost you’ll be asked for mid-transit. This one question alone saves a surprising number of arguments on moving day.
State Border Fees : Where the Confusion Usually Starts
This is the bit that trips people up, because it sounds a lot like the old Octroi system even though it isn’t. GST removed tax on the goods themselves. It did not remove every state’s right to charge a fee on a commercial vehicle entering its territory.
Whether that fee applies depends entirely on the kind of permit the truck is running on.
A truck with a National Permit has already paid a consolidated annual fee to operate anywhere in the country. It can cross from West Bengal into Jharkhand, Odisha, or Bihar without stopping to pay anything extra at the border. This is what most established moving companies use, precisely because it avoids delays.
A truck running only on a West Bengal state permit, on the other hand, has to stop at the RTO check-post when entering a neighbouring state and pay a border entry fee before it’s allowed to continue. This process is handled through the government’s Parivahan check-post portal, where the vehicle’s registration number and destination state are logged and the applicable fee is paid electronically.
None of this is illegal or unusual – but it does affect your final cost, and cheaper movers sometimes use state-permit vehicles precisely because they’re less expensive to hire, then pass the border fee on to you as a surprise later. Ask which kind of permit the assigned truck holds before you sign anything.
The E-Way Bill Question (And Why You Probably Don’t Need One)
If you’ve read anything about GST logistics, you’ve probably come across the term E-Way Bill – the electronic document required for commercial shipments worth more than ₹50,000. Naturally, people assume their household move needs one too, since a full house’s worth of furniture and appliances is easily worth more than that on paper.
It doesn’t. Used personal belongings being moved for relocation, not for sale, are exempt from E-Way Bill requirements under GST rules. Your grandmother’s cupboard has no “taxable commercial value” just because it’s expensive to replace.
That said, exemption on paper doesn’t mean an inspector at a highway checkpoint will simply take your word for it. To avoid unnecessary delays, three documents should travel with the truck:
- A detailed, numbered packing list – Box 1: kitchen items, Item 4: television, and so on – signed by both you and the moving supervisor.
- A consignment note (also called an LR copy) from the moving company, stating the pickup address in Kolkata and the delivery address at the destination.
- A self-declaration letter, signed by you, stating clearly that the goods are used personal belongings being relocated for personal reasons and have no commercial value.
It’s a small amount of paperwork that takes maybe twenty minutes to prepare, and it’s the single biggest factor in whether your truck sails through a checkpoint or sits there for two hours while someone makes phone calls.
Moving Your Car Along With Your Household
A fair number of our customers ask us to arrange transport for a personal vehicle alongside their furniture, and this comes with its own separate rulebook – one that has nothing to do with GST at all.
Under the Motor Vehicles Act, you’re allowed to drive a West Bengal-registered vehicle in another state for up to twelve months without changing its registration. You do need to be able to show when it entered that state, though – a transport receipt, toll records, or even a local garage bill can serve as proof if you’re ever asked.
If the move is permanent, the registration eventually has to transfer. That means getting a No Objection Certificate from your local Kolkata RTO – Beltala, Kasba, or Salt Lake, depending on where your vehicle is registered – confirming there are no pending violations against it. You then pay fresh road tax at the new state’s RTO. West Bengal does technically allow you to claim back a portion of the road tax you already paid, but that refund process is manual and can take a while, so it’s not something to count on for your moving budget.
Reading Moving Quote Without Getting Surprised Later
Here’s an honest truth about the packers and movers business – the lowest quote is rarely the cheapest option once the truck is actually on the highway. A common tactic among less transparent operators is to quote a bare-minimum figure that leaves out tolls and border fees entirely, then have the driver call you mid-route asking for cash to “clear a checkpost.”
A properly structured quote should separate costs clearly: base service charges for packing, loading, and vehicle hire; insurance if you’ve opted for it; and toll or statutory fees listed as their own line item, not buried or left out. Before you commit to anyone, it’s worth asking a few direct questions – is the FASTag already funded and included, is the truck running on a National Permit or a state permit, and who exactly deals with the paperwork if the vehicle is stopped at a border for inspection.
At Pradhan Packers and Movers, we build these costs into the quote from the start rather than treating them as an afterthought, simply because we’ve seen how much stress the alternative causes families who are already anxious about their move.
A Quick Checklist Before the Truck Leaves Kolkata
If you’re organising a long-distance shift, it helps to run through this about a week before pickup:
- Confirm the assigned truck’s fitness certificate and insurance are current.
- Sign your self-declaration letter – keep two or three physical copies.
- Cross-check the itemised packing list against what’s actually loaded.
- Confirm the FASTag balance is sufficient for the full route.
- Keep your PAN, Aadhaar, and (if relevant) job transfer letter in the truck cabin with the driver, not packed away in a box.
None of these steps take long individually. Together, they’re the difference between a truck that reaches your new home on schedule and one that spends half a day parked at a state border while someone sorts out paperwork over the phone.
In Closing
Nobody plans a house move expecting to think about RTO check-posts or FASTag balances – and honestly, you shouldn’t have to. That’s the job of whoever you hire. But knowing roughly how the system works means you can ask the right questions before you sign a contract, rather than finding out the hard way somewhere near the Jharkhand border.
If you’ve got a Kolkata move on the horizon and want a quote that actually accounts for tolls, permits, and paperwork from the start, get in touch with Pradhan Packers and Movers – we’ll walk you through the real numbers before your truck ever leaves the city.
PEOPLE ALSO ASK
No. Octroi and the old state entry tax systems were abolished when GST came into effect. Any mover asking you to pay “Octroi charges” today is either misinformed or overcharging you.
This depends on how your quote is structured. Reputable movers include toll charges in the final price using a pre-loaded FASTag account. Always confirm this in writing before booking, so it isn’t added on later.
Genuine household goods are exempt from E-Way Bill requirements. Carrying a signed self-declaration letter, packing list, and consignment note is usually enough to satisfy checkpost officials without delay.
Generally yes, simply because the distance and number of toll plazas are higher on the northern route via NH19 compared to a shorter southern route. Your moving company can give you a route-specific toll estimate based on the truck size required.
Yes, and many of our customers do. Just keep in mind the separate road tax and RTO registration process if the move is permanent – it’s handled independently of your household goods paperwork.
